USA Civil announces key promotions in the West

Brian Freund, Chris Halpin and James Melvin have all been promoted to vice president of operations.

Freund has successfully led our Expo Line Phase 2 light-rail project in Los Angeles. Beyond his 28 years of experience – primarily with Southern California transit work – that will continue being very important to our growth as the Western transit market continues to expand, Freund has deep understanding of the importance of meeting client needs. He will continue to report to Executive Vice President Mike Aparicio.

Halpin most recently had been Civil’s Arizona division manager. His 24 years of experience includes time with Skanska in the Northeast, California and now Arizona. Halpin has been vital to increasing the alternative delivery portfolio of our Arizona operations. he will report directly to EVP Brian Stieritz and will expand his focus to opportunities throughout the West .

Melvin most recently was chief estimator for the Rocky Mountain District. In addition to many successes in winning traditional bid-build work, Melvin has excelled at leading some recent alternative delivery pursuits for us as well. When he was asked to move to operations he did a fantastic job as the project executive in delivering the successful Mountain Pass project in 2011. Melvin will report directly to Stieritz and will continue to focus on opportunities throughout the West.

West Chief Operating Officer Don Fusco, along with Aparicio and Stieritz, announced these promotions.
