Shortlisted on major Virginia tunnel project

The same consortium of Skanska, Kiewit and Weeks Marine that is building the Elizabeth River Tunnels project in southeastern Virginia was shortlisted last week for another major tunnel project in that region: the Parallel Thimble Shoal Tunnel, part of the Chesapeake Bay Bridge-Tunnel that we helped build some 50 years ago.

Our team of SKW Tunnel Builders is one of four teams shortlisted for the approximately 5,700-foot-long two-lane tunnel, and we are proposing the same immersed tube tunnel method we’re currently using with Elizabeth River Tunnels. We are the only team to solely propose an immersed tube approach, with one team proposing only a bored approach. The other two teams qualified with both immersed tube and bored tunneling methods, but may only submit one technical and pricing proposal, according to the owner, the Chesapeake Bay Bridge and Tunnel District.

The other shortlisted teams are:

• AWVC Tunnelbuilders: Archer Western Construction and VINCI Construction Grand Projects

 BTM JV: Bouygues Travaux Publics, Traylor Bros, and Manson Construction

• Dragados-Schiavone Joint Venture: Dragados USA and Schiavone Construction

A fifth team – a joint venture of Salini Impregilo S.p.A., S. A. Healy Company, and GLF Construction – submitted qualifications, but was not selected for the next stage of the design-build procurement process, which calls for proprietary meetings with the owner over the next four months to discuss teams’ respective approaches to constructing the tunnel and associated infrastructure.

Skanska had previously submitted an unsolicited public-private partnership for this project, but the client opted for design-build delivery using its own funds.
